IRD Duhallow warmly welcomes the recent
Government decision to de-centralise a section of the OPW (Office of
Public Works) to Duhallow. Our Organisation has long argued for the
de-centralisation of public services and former Chairman Tim Lucey was the
first to make concrete proposals to Government on how de-centralisation to
Duhallow should proceed. This was followed up by subsequent Chairpersons
and has been covered in each IRD Duhallow Annual Report. Since the mid
1990s, IRD Duhallow has lobbied government on the issue and has met with
Ministers and Senior Officials. IRD Duhallow also presented its
submission to local T.D.s, and sought to have it included in development
plans for County Cork. IRD Duhallow believes
de-centralisation will deliver considerable benefits to this area. Not
only will it create jobs directly, there will be spin-off jobs in
construction and services. The additional purchasing power of the public
servants will benefit local shops and other businesses.

IRD Duhallow is particularly pleased to
welcome the Rural Social Scheme, proposed in this budget by the Department
of Community, Rural and Gaeltacht Affairs. The Chairman Jack Roche has
been very active in pursuing this over the past year. The budget
information on this is EUR10 million. This scheme will allow about 2,500
smallholders who must be (long-term) in receipt of Social Welfare (Farm
Assist, Unemployment Assistance, Disability Allowance or (Unemployment
Benefit after a period of C.E.) to receive a top up to their social
welfare to the equivalent of what they would receive on similar schemes
elsewhere. The hours of attendance will be 20 hours per week. The type
of activity carried out by participants will relate to the provision of
services and development in the Community.
